Ok, put your meter in the Ohms mode.

With the breaker OFF, and the chandelier disconnected (it will throw off the results), touch one probe to the end of the white wire. Touch the other probe to the metal box.

If zero, or a tiny near-zero value is indicated, you're grounded. This will also confirm the white wire is neutral.

If a very large Ohms value is displayed, you are NOT grounded.

What was it? Bad bulbs or 220 volts?
