I'd have to be there to inspect it before I could make a call on it. The wall could be cracked through at grade, etc. Also it could just be the angle, but is the wall leaning in the lower picture (right side)? A lot of unknowns.
Unfortunately, if I was the property owner, I'd want it replaced because the liability of an insufficient repair would be unacceptable. If you're the property owner, call your insurance company to go after the guy that ran into it. If you're the guy that ran into it, my condolences.
In this case the property owner should cover his butt and call the insurance company and the local building inspector. The insurance company would probably be more interested in paying a claim to replace the wall than it would in paying a claim to someone who had the damaged wall fall on him. The inspector is probably either going to say get an engineer to bless a repair, or flat out say this needs to come down.
