Sanding them smooth is definitely necessary.

If you fill the cracks and voids with paint there's a good chance it will open back up at a later date.

It doesn't take hardly any effort/time to do but it looks better, last longer, and sure beats redoing it.

I like all cracks filled with caulk, but, it's not necessary especially if those minimal shadows created by cracks don't bother you. To me, if a crack "grabs your eye" when you walk into a room, it should be filled.
