Hello all i need help. I have already ripped off the carpet on the stairs, which i will be doing in hardwood. Currently, the tops had a 1" thick particle board with some kind of cheap looking plywood behind them. The problem is that the overhang is 1.5". I know most people cut the tread off flush, but the problem is that then my tread depth becomes 9". I may get a little more with the new bullnose stair edge but I will still be way short. What can I do other than adding more and more to each stair case as I go down?

Treads should never be cut off flush, 1-1/4 is the normal overhang.
Why not remove what there now and use normal, 5/4 treads?

If I'm understanding this correctly, Your doing your stairs in hardwood and you have existing particle board treads... Gotta go! rip off all that MDF and use either prefab red/white oak stair treads/risers or if your going to use an exotic species replace MDF with 5/4 plywood.
You're going to need to glue your new wood to the stairs and MDF is not suitable

Maybe the stringer treads were cut short? If all treads have 1.5" nose, and if replace boards also give same nose, you can add 1/2" finish ply to the riser faces and end up with normal 1" nose. 1/4" ply if longer nose looks better. You can end up with same by using 1/2 " 1/4round molding under the nose.
