The teed off 1-1/2" vent (the cut one on the right side) went to a shower that is no longer there. The bathroom has sufficient venting without this. Can I make a vertical cut at the 90 and plug it using a slip pvc pipe plug (or something else)? I don't know if the vent on the left will be able to move vertically if I cut it, so if I can't plug it without removing the tee, and it won't move vertically, I guess my solution is to replace the connection with four 90s?

Thoughts?

You need a perma-cap. It requires about 3/4" of pipe to glue on. I suggest you glue it on the vertical stub below the 90.
I'm not aware of a code compliant plug, only caps

That's it.
Assuming you're capping a dry vent, moisture shouldn't be an issue.
Your other option is to cut out the tee and couple in a section of pipe. It wouldn't be to difficult. The splice could be as long as you want and you only need about an inch of flex in the vent
