Loosen the gas connection at the water heater untill you smell/hear gas and hook it back up wait five mintues and try again there's a lot of air in the new lines mixed with the gas you have to get the air out.

Coldiron: Not knowing mechanical skill of the poster and making that recommendation is dangerous IMO. If it is not properly retightened and checked for leaks, kaboom! Also, venting gas into the room could be dangerous if there is a source of ignition.

Aad724: If it is new, call back the installer and have them light it. It could be a defective igniter; I had a brand new gas dryer installed and the igniter was broken during shipping.

Maybe he installed it with a friend and if it was installed by a Contractor by all means he should call the Contractor back for a relight and troubleshooting. This is a diy site and I would make the same recomendation to anyone, the guy just needs a little info and by loosening the fitting for a few seconds to get the air out of the line it shouldn't be any problem. Check posts on hot water heaters and see how many times the same recomendation was made.
