Yesterday I was looking at my service entrance panel and noticed several things that needed correcting. One of which is a 30amp breaker to my dyer that also had two other circuits under the lug. One was an outlet run just outside the panel which I have already taken out. The other runs to this timer. Any idea what this timer would control and what the capacitors are for?

Since the timer runs from midnight to 5 am, I would speculate that it runs, or ran, an overhead light of some sort. The capacitors were either for a backup or to help with the starting of an HID light.

Are there any wires that ran out of the timer? I can see wires running in, not any running out. Is it still powered?

What is behind that piece of cardboard that says it should be removed once installed?

Then, if it isn't powering anything, it is a vampire, sucking power. I would suggest shutting off the breaker and CAREFULLY remove the wires running to it. Save the ground for last. And see if the capacitors keep powering the timer. If they do, let them run down.

Caps can hold TREMENDOUS power and should be handled carefully. And should be considered hazardous as they probably contain liquid. You may want to contact your local PoCo to come and inspect.

This was a device claiming to cut your electric bill by 30 percent. TVA sued Queen Manufacturing in 1982 claiming it to not be true. You can go to: www.courtlistener.com. to find this case mentioned.
Sorry, ignore that link. Honestly I did read an article at this site, but that link is not finding it. Still what I said was in the article.

A snake oil device.

If you GOOGLE it you should find that it is useless.
Warning the label says that it contains flammable liquids, which is not safe to mess with, if you don't know what to do.

Most likely sucking your electric bill higher, and not benefitting from it.

Get a licensed electrician to remove it, if you don't think that you can.
