Can i use this wire in making a DIY USB Fan?

I have a wire with me. It is a vw 1 cable 28awg 1p and 28awg/2c wire. On one side it has a USB port and on the other the port is flat. I needed a USB cable to make a CPU powered USB fan but I found this instead. Can I use it?
