You can sod over anything...but the question is will it take? Unable to say based on the pix....with the caveat being that I’ve only done maybe 20k sq ft of sod in the last year or so...so NOT a professional. Try turning a small section of that white area and raking it out to see what it looks like. If you’re lucky the white will be some type of surface deal, it not lucky white clay which will be a bear to sod or seed over.

Most are all for saving money rather than investing in a failure. Soil samples are free if done as a DIY'er.

Consider taking 2 samples, one of the white and the second of the soil below the white. Take those to your county extension service for advice.
This white soil was brought in as fill. Not native.

Ayuh,..... It looks like sand in the pictures,......

If it's a sub-soil, from where ever you are, I doubt it's got any top soil properties that would support plant growth,....

It's gotta be able to retain some moisture, 'n provide nutrients to the sod,....

Check with the sod farm where yours will come from. There is usually a warranty associated with new sod, but they will require you meet some standards. If it dies and that soil was mthe fault doubtful they will replace it, IMO.

I'd hesitate like hell for the reasons others have noted. That looks like plain sand to me.

Maybe show us more? How did that white dirt get there? Looks like sand washed from somewhere else.

Also, where are you? That might matter! I note you have what looks like nice forest cover, so that suggests good soil somewhere, but, be very careful.
