Not sure what the correct terms are here, but the lines running from the exterior unit to the interior run through a cinder block wall into a basement. It goes through a PVC "conduit". I'm working on exterior grading, but for now I want to get this thing sealed off so no water or bugs get in (water is the problem when it rains, right now.) What it the best way to seal this? Will regular spray foam work?

Would it be possible to have it enter through the wall instead of the cinder block? If so you could make a drip loop. If it has to go through the cinder block can you tilt the conduit so that it points downward toward the outside of the house....this would prevent water intrusion as it would have to flow uphill in order to get inside the house.....then just fill with silicone caulk.
