I have finished wiring and mounting 12 recessed can lights. I forgot to use cable clamps on the wires coming into and leaving the junction boxes. I am wondering if cable clamps are really necessary before I finish the ceiling and it is much more difficult to get to the fixtures.

How much of a safety risk do I have without the clamps?

you might want to check before investing a bunch of time in installation, our area allows the split plastic type that you can install with out removing all the wires and re-attaching.

Just the risk of the sharp edge from the box, over time, cutting into the cable causing a fire that burns the house down, and hopefully does not kill your family.

Plastic bushings are ok, if they are the kind that is actully a cable clamp built into the bushing.

If you do not plan to do the job right, just light the match now.
