Cable clamp Screws inside or outside of service panel

I have seen cable clamp tightening screws on the inside or the outside of an electrical panel.

Does it matter?

If cable comes into a panel hidden behind drywall wouldn't you want access to control cable and have the screws accessible from the panel.

If it is a new install without sheetrock, outside. If I'm feeding in new cable, most times it is inside.

I prefer the plastic clamps over metal now.
