Hi there... first post ;)

15' X 18' est - small master bedroom along the back wall of the house want to bump out 2.5 ft cantilever for a wall sized closet.

Only issue is that the baseboard is along this external wall.

No idea what to do with the heating element. I know that heating should be along the external wall but it will now be a closet which is I know unique but I'm wondering if people have suggestions.

Need some more design info to help...

With the closet being 15' (or 18' ? ) long x 2.5' deep, then I assume it will be split in half and made in to two - reach in closet's ? Which will mean making two closets about 7' wide with two separate doors. Correct or not ?

If my assumption is correct, you will probably want your closet access doors to be 4' wide bi/folds or a double set of 2' wide hinged doors... just to maximize the reach in space. ?? Average winter temps where you live ?

Extra insulating the bump out and sacrificing some of the floor space for under cabinet fan radiators could work. In kitchen I don't hear the fan but could be a problem if you are sensitive to any noise trying to sleep. Ask at the plumbing section for best quality radiator. I think the barrel type fan makes the least noise. For these radiators, you have to have intake air source. I would consider double layer floor and louver or grilled closet doors. Open register holes in the closet space to heat that space. Since this is not a walk in closet, I think you can have the raised floor and not regret it.
Plan the bump out for 2x6 wall with more than r19, cover the exterior with extra 2" xps boards, and inside space enough to fit 24" deep drawers as well. Full out drawers (cheaper kitchen cabinets can be used here).

Those radiators seems a cool idea. If I put a false floor in the closet I could have a few of them in a row.

How do they know how to turn on and off?

I'll have to read about them.

There is a window in the existing wall so that window will be pushed back to the outer wall of the new closet and it will be a "nook" between the two closets...

The only thing standing in my way now would be the wife. ;)
