What was his timeline in his contract?
Has weather been an issue?
Was the sitework and foundation on schedule?
Is he there every day?
Is he doing a good job on what has been completed?

Fast, Fast, Fast!
You know something about home building? It's too fast now adays.. it's actually better for the structure when you let it sit. Well, provided you get a roof and exterior walls sheathed and wrapped in building paper.
Houses are built too fast now. The wood doesn't have time to settle, dry out, shrink etc.

The Foundation was done and framing was started 8 weeks ago. No weather has been an issue. The house has no windows or doors yet. The house has only 1/4 of the tyvek home wrap. The roof has had black paper on it for 4 weeks. I understand why the shingles aren't up because of the pluming and venting that needs to be completed first.
I am not the GC but the framer has so much work to be done and they have worked only 3 days in the last three weeks. In my opinion all the framing should be done, the entire house should be wrapped, the windows should be up, the exterior doors should be on and the exterior awnings and shade trellis should be complete.
Am I out of line for being upset that seamingly this framer has started another job and hasn't worked on my project for three weeks? Am I out of line for being upset that it has been 8 weeks and we aren't dried in?

Just fire them and get someone who isn't too busy to do the job.
