trying to figure out best way to fix this big chip out of door. If possible. wood putty? epoxy? router out and make patch? huge draft in winter. like a dummy i no longer have pice of wood that broke off.

I'd probably just use a filler on the wood and install a different threshold to stop the draft.

Just looks to me like the sweep has come loose from its backing; that's why there's a draft, not the wood chip.
