My tenant said that their breaker for the stove tripped and now the only element working is the broiler. None of the stove top elements or the bottom oven element work.

I would first suspect a broken, disconnected, or otherwise faulty neutral, whether at the panel, the receptacle, or the unit.

Since you're essentially talking about the potential safety of your tenant would calling a repairman be out of line? You could have a hot shorting out to ground.
