I have a 56 pound chandelier that needs to be mounted to a truss bottom chord with two lag bolts spaced ~3" center to center on a 2x4 bottom chord. Is this safe? Can the truss bottom chord support the amount of dead weight within this short span of the anchor bolts? If not how can this area be reinforced, or can it?

26lb per lag. 56lb total. should not be an issue. 3/8"dia lags with proper washer should be fine. pre-drill the holes, snug them (dont crank them down).

if you want some extra support perhaps just sister the 2x4 maybe 36" (just dont nail or screw to the area where your lags will go).

how far into the truss section will it hang?
