I am trying to determine which panel needs to be bonded nietral to ground; here's the setup.
Main entry goes to the pole to meter connected to a disconnect box with 200amp switch.
Then i have 2hot 1neutral and a ground run from there to the main panel in house with 200 amp breaker.
Both boxes are earth grounded pole has rod ground and there is a rod under house that is also grounded to house.
Would the neutral busbar be grounded in the house panel, pole only or both?

The rule is that you bond the system at the first overcurrent device. In your case, are you sure that is only a 'switch' at the meter? If "200" is stamped on the handle, it's really a 200-amp breaker.

Meter enclosures usually have the neutral bonded to the case. I would NOT bond the neutral bar in the inside panel.
