blower fans not turning

Are the fans on the outside unit supposed to be turning when the blower inside the house is on?

If the outside unit is a heat pump, and you are requesting heat then yes it should be turning unless it is in a defrost mode.

Also, you make have your fan inside set to ON instead of AUTO. In that case the fan inside the house will run continuously circulating the air even if you are not requesting heat (or cooling).

Yes this is a heat pump and the setting was set on Auto. Your advise was helpful and the unit may have been defrosting since the fans did begin to turn afterwards.
