What's interesting is it is drippy looking like thick paint. I was looking around the internet some more and saw something about using an asphalt type pain for waterproofing (can't remember what it is now), but it looks a lot like that. the picture isn't showing the drips that well. I can scrape it off and it is kind of shiny? Has to be pretty old whatever it is. I'm thinking it must not be anything too bad or they wouldn't have roofed over it a few years back before I moved here ... i hope :sad:

Whatever it is I wouldn't worry about it. Looks like someone just put it up there to support something.
That pipe though is cause for concern, it appears to be just dumping into that vent. There should be a collar attached to the vent that at least goes into the pipe.
It's best to tape it as well.
