I want to smooth a 3x8 section of rough concrete in my garage and then paint it. I don't have the tools to grind or sand it down. Would block filler work or do I need some kind of surface Binding Concrete to overlay it? any ideas would be welcome. Thanks.

you can rent a grinder,,, not owning the right tools & trying to solve this will only lead to failure,,, paint is NOT a permanent solution to covering conc - eventually it'll fail.
