I have a main breaker located outside of my house near the meter and the sub-panel is in my basement. I would like to install a HEPD80 whole-house surge protector. Where is the best location to install it, the outside main panel or the inside sub-panel? My only concern with outside install is that it even though it is a NEMA 4x enclosure it will be exposed to cold weather, rain and ice. If I install it at the sub-panel I would need to re-arrange some breakers to have the surge protector installed were at the top closest to where the cables enter the load center.
