Best Insulation Install

We live in Long Island NY. So we get all 4 seasons. Winters can be very cold but seems like they are getting less cold year after year. Anyway, we are gutting our new house so I have some questions.

1. We should always out insulation in the walls that have one side as the exterior? Guess this is fairly obvious.
2. What insulation rating is best for the exterior walls?
3. Any special type of insulation or brand for the exterior walls? Batts are fine?
4. For the attic whats the best insulation to lay, batts or blown?
5. Any special considerations to take into account when installing insulation in the attic?

All new houses are built with 2x6 exterior walls for the insulation value. Air sealing is more important than the type of insulation.

Up here we do a complete vapour barrier behind the drywall and many places that is not done. then the drywall want to be sealed to the walls and all electrical fixtures want to be exterior wall fixtures boxes with a gasket and every hole from the house to the attic has to be sealed tight before insulation up there.

So you want to know what is code or normal for NY.
