good day
I have damp walls in my basement during the winter and frost tends to biuld up as well. My house was built in 1998 i recently discovered water at the bottom of the wall. i ripped out the drywall and insulation and the wall was very wet. I am not sure how long this has been going on. I also see water stains on the outside of that wall on the stucco. I have no idea where the moisture is coming from. The top section of the wall get really wet. and that section is above ground.

Start by measuring the temperature and humidity over at the moisture problem area. If the humidity in the basement is high and that air reaches a cold wall you will get condensation.

You mentioned drywall, is there any insulation behind it?

Above grade foundation areas will be a lot colder than below grade.
