The question is; when framing a concrete basement, does the flooring (covering of concrete ... insulated or otherwise) go no first and the framing attach to the new floor surface? Or, does the framing go first (from upper floor joists to the concrete) and the flooring go in after? I have seen both but not sure the reasoning behind both. Thanks.

Framing first to allow for installation variances and some hammering to put wall framing in place. Then drywall, flooring and baseboards. IMHO..I am not a carpenter.
