basement finishing project

I have decided finish my basement. My basement is very dry most of the time. However in extreme rain (NJ, hurricane Irene), I notice about a 1/2 teaspoon of water in certain spots where the wall meets the floor. So, My plan is to clean walls and and dryloc, use metal studs, and paperless drywall. Also build the wall 1" from the cinder box wall. Insulate with r19 pink stuff. In the spring I'm also going to check all down spouts and gutters. The question i have, is should i do more to stop the little water i have concern with? Should i try to find a product to seal that seam where the wall meets the floor?
