There is a 2-3" hole in basement floor that has water in it with a perforated plastic cover over it. It must have backed up a bit as there is a dirty stain on the floor with a water stain. About 3' from that is a sewer drain cover that looks capped off. So should i be alarmed about the water and call a plumber or call the township if it is the sewer?
New build house that is 7 years old and never noticed this before today. Any advice would be great

A drain connected to the sewer (or a septic system) properly has a trap. You are probably seeing the water in the trap.

If you have never put water down that drain, for example when washing the floor, it is possible for a trap to dry out. It is also possible for the sewer to back up into homes emerging first out of floor drains. You can install a back flow preventer if there was none there already but you would have to dig through the conrete floor.
