what inspector?
rarely see pull down attic stairs covered with drywall.
Paint the plywood white or what ever color the ceiling is.

are the stairs in the garage?

put the drywall up. when he leaves, take it down.

^ the do it to make the inspector happy way. been there done that.

how about extra 3/4" foam board on the top side of the door cut to fit in between the steps and tacked to the top side of the plywood door or maybe light weight drywall if you can find it...

Be really easy to check after a fire to see wrong drywall (light-weight vs. Type-X) let the garage fire into your house attic. The attic spaces should be separated; if not at the access. Foamboard may require an ignition barrier, check locally. Keep up on your H.O. Insurance...

I'd check locally. Depends on who in charge is interpreting which code. 5/8 required with living space above ceiling. The attics may/not be connected. Sometimes a garage common truss is backed/drywalled in the attic to limit the amount/cost of drywall required on walls/ceiling with attached garage.
