My attic only has r11 or r13 insulation. It has some plywood layed down for storage. I was wonderin if i could tear up the plywood and put 2x4s or 2x6 running 90 degrees to the celing joists then adding more insulation and plywood so i can keep my storage space. Will this work? Or is there a better way of adding insulation and and keeping my storage space.

By fair most attics where never designed to be used for storage.
What's the width of the joist and the free unsuppoted spans?
Makes no since to add even more weight if they were not built wide enough in the first place.
You'll end up with ceiling damage.

In most cases, your best bet is going to be to set aside a small area for storage (if you must), and then seal and insulate the rest of the attic properly. If the plywood is loose, pull it out and blow in what you need, or if it is secured already you can dense pack underneath it and blow over the top.
