Which is the best way to attach the floor joist: to the top or the side of a wall?

Definately on top of the wall, on a mud sill of course, & you probably wont need the hangers then.

Yes, I agree. On top of the wall. If you dont know you'll need to put a treated plate down on CMU and it must be anchored
into the block either with wedge anchors or threaded anchor that requires epoxy to glue it into the pre-drilled hole. Check
with your local code for depth and anchor size. Then you can build your joists on the plate and nail them in.

Your house plans should show where,if you do it wrong you will be changing ceiling heights and lengths of drywall needed to finish.

I suppose it could be mounted to the side of the wall on a ledger, but that would be because of some extenuating circumstance and certainly isn't the norm. 99% of the time the joists and rim joist sit on top of the foundation wall on a 2x6 treated mudsill.
