Yes, I agree. On top of the wall. If you dont know you'll need to put a treated plate down on CMU and it must be anchored
into the block either with wedge anchors or threaded anchor that requires epoxy to glue it into the pre-drilled hole. Check
with your local code for depth and anchor size. Then you can build your joists on the plate and nail them in.

I suppose it could be mounted to the side of the wall on a ledger, but that would be because of some extenuating circumstance and certainly isn't the norm. 99% of the time the joists and rim joist sit on top of the foundation wall on a 2x6 treated mudsill.
