Our Atlas Chalet Shingles are defective and we need a new roof according to a home inspector and 2 reputable roofing companies. Our home is under 10 years old so the roof should be under warranty. Does anyone know whom we can contact?

Why not contact Atlas direct.
I highly doubt it's going to do much good.
Shingles are pro rated so by the time there 10 years old there almost no money going to be paid out.
There also going to try and find any excuse not to pay.
Bad install, improper venting, wrong underlayment, something.

A shot in the dark is google the make and style shingle and add the word recall at the end of the key word.
There's been several recalls on defective shingles over the year on several differant brands.

Atas chalet shingles

Atlas shingles are no longer manufactured and if you are having problems you may not be able to match the product. The shingles apparently have issues involving their stability and may not be cured without replacement or substantial expense.

We have one case filed as a class action in Alabama. It involves the chAlet shingles. They have a 30 year warranty but often fail in the first 10 years and suffer from blistering discoloration and severe granular loss. If you have any questions I will be glad to tell you what I know.
