I was told type 3 asphalt is better than type 2 asphalt for roofing, any help would be appreciated.

It depends on the slope of the roofing system and/or decking.

Type III will not run as readily as Type II, which is better to prevent asphalt drippage down the road.

BUT, a more viscuous product has more potential for self-healing any small imperfection type pin-hole leakage gaps.

So, the right answer, between the 2 types is what is it's intended end usage?

Coal Tar Pitch would be better than any of the more viscuous asphalts, btw.

The roof is a flat roof with minimal slope. And the deck is metal. Which aspalt will stand the test of time longer type 2 or 3? and it is a 4 ply bur roof.

Generally speaking type III and type IV are most often used. Depending on slope. CTP is great also, most people are afraid to work with it.
