Anyone ever build a deck above the outside hatchway?

So I'm new to this whole DYI thing.... My father is a good handyman and my step father is an electrician so I have a great support system... For the life of us we cant figure out a ergonomical way for access to the Bilco door if we build a deck over it.

anyone ever tackle such a job and how expensive/successful was it?

I hope you have a, plan B, like building around the door. You have a, what, 3'x 7' or 8' opening? It needs to be structurally sound enough to walk on, but light enough to open.
Maybe a lightweight metal frame with a set or two of hydraulic lifters you have on hatchback cars.
If this is a legal egress route, I think you need to have it open and uncovered.

it would be impossible to build around, but I was thinking of maybe a reverse attic stairwell type design, or I have seen in some old houses that have basement access that is built into the floor that open like a barn door.
