That's not a very good pic. I think it would be odd for mold to just grow on that one spot under the sink, especially since it's metal. Does it wipe off easily? Any chance it's just build up from soapy water or something getting on it? Maybe glue or something that was there before installing? Can you get a closer pic?

Remove the two screws, take it out, clean it, reinstall. Not really a big issue even if it is a little mold. Mold spores are all around us all of the time.
