Sorry for the long post, still a little worked up over this mornings inspection...
So just to describe the situation a little bit, I started my project as a basement re-wire with a panel replacement (old FPE panel). When I talked to the inspector at the time of the rough inspection, I asked about doing the panel replacement if I needed 2 inspections for that (final on the wiring and another on the panel) and he told me no that can all be done in the same trip. I missed a couple things on the rough inspection (I posted that on here a while ago) and fixed the stuff, and had it re-inspected and signed off.
I had the POCO disconnect power on Tuesday afternoon this week, replaced the panel and had everything ready to go for a final inspection on Wednesday morning. When the inspector showed up, he immediately tried to plug his tester into the outlet to check that it was wired properly and was GFCI protected. I then told him that hey, the power is off because of the panel replacement. At which point he said oh yeah, and then told me i'd need another inspection once the power was back on. I didn't say anything about it then, hoping he wouldn't honestly charge me for that 4th trip since it should have been taken care of in the 3rd trip.
He showed up this morning, checked a couple outlets, verified the outlets that need to be GFCI protected were. And checked to see that the bedroom outlets were tamper resistant. When he got all done, he said it would be $70 bucks (the cost of 2 additonal inspection trips) and I questioned it telling him that he said one final trip was all that I needed. He thought about it for a couple seconds and then just blew up and was mad that I even said anything about it. I tried telling him I could give him the check but he just said he "didn't want to inconvience me". He still signed off on it, but didn't take any money for the additional 2 trips. he muttered something when he was putting the approved sticker on the panel and left.
I understand that this is all he does for a living, but he is employed by the state, the check I write out doesn't go to him it goes to the state. It shouldn't be my fault that he told me one final inspection would be all i'd need. I was able and ready to pay the 70 bucks, but it didn't seem right considering what he told me before (and the fact that I questioned if 2 final trips would be nessecary).
I understand the re-inspection on the rough-in was my fault, that I took care of and fixed the couple things. The only 2 minor things he noted yesterday on the first walk-through of the final inspection was that I was missing a knockout cap at the top of the panel (2" knockout) and the Duct Seal around the service entrance wires in the panel. Took all of about 5mins to fix once I had the material from the Electric supply house (local big box stores don't carry these items I have found).
