Anchoring furring strips into old brick

I need to anchor furring strips into very old spalling brick and masonry (circa 1870) so I can place board and batten and insulation over it. I am concerned that Tapcons in the old masonry won't hold and also that the brick veneer itself is not well attached to the sheathing/studs underneath. Should I take the old brick wall down?

Liquid nails or other construction adhesive could work if all you are putting on it is insulation and material to hold it in place.
