I just bought a new T8 fixture. When I pulled it out of the box, one of the tombstones (red wire) was not wired to anything. The fixture uses this ballast with two lamps: http://www.americanballast.com/assets/pdf/AB2-32-IP-120-R.pdf

The wiring diagram only has one red wire coming out with both tombstones on that end connected to it. The question is, do I have to tap the second red wired tombstone to the red wire coming out of the ballast OR do I just insert the wire from the second tombstone into the empty wire port on the one that is already connected? It seems like this would already be wired correctly, but then who knows...

This is the first time I have encountered this type of wiring on a ballast.

There is supposed to be a jumper wire connected to both sockets at that end of the fixture.

Looks like the manufacturer missed that one.

The second tombstone does have wire coming from it, it's just not connected to anything. So are you saying all I need to do is to jump it to the first tombstone?

Yup. There should be an extra hole to plug it into.
