First summer in a extended Cape with the Air Handler in the attic crawlspace. After a couple of days straight of running the air conditioner (Only 80 degrees but the wife thinks it's hot, but I'll keep that post for the Dr Phil website), the air conditioner stop blowing. After checking some of the straightforwards problems, I climbed into the crawlspace and noticed a decent amout of water in the drainage pan. I wet vac it out, and the blower immediately turned on (I guess there's a cut off feature if the water level get too high to prevent it from overflowing) It ending up being around 15 gallons of water.

I imagine that while a little condensation might be normal, this amount is NOT? I didn't have time to take a look at the system, but I did notice some stray PVC pipe, so I imagine that a drainage system is not current hooked up.

Is this something that can be done by a homeowner, and if so, what's the preferred method of draining? Or am I better off calling an expert? Is there any website that directs a homeowner on installation?

If you have water in the drain pan under the unit the primary drain from the evaporator coil is probably plugged. The overflow pan should be drained also. It is good to drain the overflow to an eve and have the overflow water drip in front of a commonly used window. This will alert you to a plugged primary drain.
