I live in a three story building in Brooklyn, NY and it seems to be a bit foolishly wired. Currently, every outlet (except for one) on the first and second floor are all going to one breaker. I'd like to add more breakers for obvious reasons.

How simple is this to do? Does it require rewiring things in the walls or does it just require opening the breaker box and somehow separating out some wire to their own breakers. I'm not 100% sure if they're good or not but there are also already several breakers in the box that don't seem to be connected to anything.

If there are multiple wires connected to one breaker you should be able to split some of the load there. If not some rewiring would need to be done to get a clable from the part to part of the circuit.
