This may not be possible but I currently have a switched outlet with one black wire and one white wire at the switch. There are two white and two black wires at the outlet with the hot (black) side split. Can I add a ceiling fan with second switch? One switch handling both the outlet and the fan light and the second switch handling the fan? It would seem I need to add a power wire to the fan box (not there currently) to handle the fan power.

Where are you planning to connect the fan? If you intend to run the cable to the receptacle then you need to add another wire to the switch box. Two wires to the switch box is only enough to switch one device.
If you intend to run the fan cable into the switch box then you need to find a power source to run to either the fan or the switch box. The two wires in the switch box are both hots. There is no neutral wire present even though there is a white wire. The white in this case is being used to bring power to the switch.
