Recently, I have been working to fix an old 115 V AC motor that was exposed to water. When I try to start the motor it hums and vibrates and the stator moves very slowly for a few turns but then is locked in place. I’ll attach a link to the video of the motor starting and a picture with the details of the motor.

What could possibly be the cause of this and what tests could we do to troubleshoot the issue?

Your links are small pictures only, capacitor???

With out the end and bearing it is just sucking over to the magnet. Put the top on and try it.
