So I was messing around with my Nest app and had it switched over to the cool setting for maybe 5-10 seconds. Don't think I heard AC unit urn on but know if too cold outside it can damage the unit. High 40's last several days with lows of 20's. Any risk of damage to unit from this? How long it need to be on to get damaged?

I can't answer your question specifically, but the HVAC tech that installed ours suggested I turn the breaker on 12- 24 hours before summer cooling season to allow the heater to warm the compressor oil. IDK but all units may not even have a compressor heater. Hopefully a pro will be by shortly.

What are your thermostat settings for heating and cooling ?

Example, if you are heating up to 70f and cooling down to 75f, why would you expect the AC to start just by flipping the selector switch to cool?

I have owned a lot of AC units and they all started the blower at least 15 seconds ahead of the compressor. Forget about it.
