About a week ago, my AC was running fine and cold. We had a cold front move through that brought snow and ice for a few days. Now we're back to 80 degree weather and my compressor will not cut on. The air is blowing in my house, it is just not cold.

I've checked the breaker at the top, it's fine because it connects both my AC unit and my neighbors AC unit. His is running fine.

At the site of both units, we each have what looks like a fuse box above our units. His looks fine. Mine looks like this (with a melted bottom left dot. Is this something that would cause my problem? Can I replace this part by myself?

Sure it can be the problem. You're going to have to open it up and take a look. If you feel comfortable working with tools and getting in there, lots of folks here will be happy to guide you through it.

Are you in your own home or a renter? If it's your house a service upgrade would be in order as this is a very old system. If you are renting, this should be brought to the attention of the landlord yesterday.
Just IMHO. I replace old fuse boxes and install breaker panels.

Grab the metal handle and pull the fuse block out. I think you are going to find the fuse connection burnt on the inside.
