can i pour concrete at the bottom of the outside wall in an aboveground pool

Depends on what the pool is made of, concrete is highly alkaline and is hard on aluminum and steel.

I would not advise it. I have had 3 above ground pools and stone was used around the edges for preventing grass and weeds, and drainage for splashed water. I also used roofing material under the sand base and extended it out at least one foot past the pool edge. This was after the first pool had a large hard weed grow from outside the edge and into the liner.
