I have ran conduit above ground along a perimeter 8 ft. wall and wanted to know if i have to attach the conduit to the wall? It is out of the way and will not be an issue the way it sits now.

I did it above ground because of sewer lines below. Southern California area and city has already approved plans but before i call for inspection i want everything perfect.

It's schedule 40. I am going to paint it to try and preserve it a little. Wish I could have buried it but not possible.

I believe I need to secure it to the wall every 3 ft. and within 3 ft. if it is coming in or out of a box/outlet. Is this correct?

Schedule 80 stands up a lot better to abuse. Make sure you lightly sand it, then place plastic to protect the wall, before spray painting it with a Primer. The Red Krylon Primer works really well. Then you can use a Sponge brush. Just make sure to keep the brush wet, so that you do not see brush strokes.
