This is my first experience with central air, so I'm clueless!

My landlord had to replace the outside fuse box, since someone lost the old fuse puller and we couldn't find another one to fit. So he gets everything set up, we turn on the breaker, and the switch on the furnace. Set the thermostat lower then the pleasant 90 house temp. But the a/c just clicks. The fans don't spin, and it makes no other noise other than the initial click.

Hopefully someone here can tell me it's an easy fix!

Check the breaker box in the house to make sure the power to the unit is on.

I mentioned in my initial post that I flipped the breaker, and the power switch on the furnace as well. Other than that I have no idea what to even look at.
