A framer was telling me about a 5' tall door for these HVAC closets. I can't find anything like this online at Home Depot.

What is usually done here?

A bifold would be hard to do. It would be better to use a regular hinged door [prehung or not] and cut it down to fit the opening.

There called knee wall doors.
Any Lowe's or HD can order one for you already prehung.

I would not vent it, you want that heat in the attic to stay out of the room.

If it's not prehung, how do I make the jamb? Primed 1x4 on all four sides?

You can buy jamb material or use 1xs. I've even used plywood before.
