In the event of a ground fault, the neutral carries the fault current. The dryers neutral needs to be bonded to the chasis. This is not allowed for new circuits.
Why are you asking ?
If you are changing dryers or have just moved, it's worth pulling out the receptacle and checking if there is a ground wire (kill power first). If it is there, it's a real easy change over to the 4 wire receptacle.
