Our house is 9 years old. In my basement we have a circuit containing the basement receptacles and 2 outside receptacles which are properly waterproofed.

The first outlet in the circuit is a gfci. The only devices plugged into this circuit are my tv and receiver. When I plug a 3 prong plug into any outlet in the circuit, my tv power is interrupted for a second. When I plug a 2 prong plug in, the interruption doesn't occur. I have changed the gfci. Still occurs. I tested each outlet with an outlet tester and they are all stated as correctly wired. This is a 15 amp circuit. Any suggestions on what to do?

sounds like an annoyance rather than a problem since the basement and outside receps are up to code. IMO, the GFCI might be reacting to the TV load. Curious, does the same thing happen if you plug in a lamp?

If the appliance with the 3 prong plug is switched off when it is plugged in does the TV still flicker?

Does an incandescent light plugged into a different receptacle on the circuit flicker when the 3 prong plug is plugged in.

Looks to me that there is something peculiar about your TV make and model that is sensitive to phantom voltage changes when additional lengths of wire such as appliance cords with neutral and ground juxtaposed are added to the circuit.

Really, you think this is just an annoyance?

The OP said the power to the TV was interrupted when a 3 prong device was plugged in. The TV load is not changing. They also said the problem did not happen with a 2 prong device.

you have a good point. I didn't read carefully enough to better understand that the flicker came when ANOTHER three prong plug was introduced. Still, it does seem more an annoyance than a wiring problem. I sort of agree with the other post which said something about a peculiarity with the TV.

I think I would check voltages from the grounding part of the recep to the neutral on that circuit. Could be a system grounding problem.

Please recheck the integrity of your connections. It sounds like the extra force required is moving a loose connection.
