I want to install a GFCI combo switch for a point-of-use electric water heater (under the sink) rated at 20A. The GFCI-Switch combo sold at HomeDepot/Lowes is only 15A (Example Leviton R62-T7299-00W). I couldn't find 20A anywhere. Does anyone know of a 20A GFCI-Switch combo?

I also want to install a programmable timer in the gang that can turn on the water heater on a 24-hour cycle for 15-minutes. The only timers i found was the 5-10-15-30 minute (non programmable) timers made by Leviton at 15A rating. Does anyone know of a programmable timer (power operated), 20A rating?

A Google shopping search for [20a programmable timer] produces loads of results.

For the GFCI, you could use a dead-front GFCI like this:

They are pretty much all 20A rated, and are all designed for use as a switch to control hot tubs.

But since you'll have a timer, you don't need a switch-rated GFCI device to control the heater. Just use the timer as the switching device. Install a regular 20A GFCI receptacle in a 2-gang box with the timer and feed the timer from the load side of the GFCI.
